Taxicab Safety Cameras

Notice To All Interested Parties:

Attached here is an updated list of the Approved Safety Camera Vendors (Download) to secure compliant safety camera systems, which is also posted on the Taxicab and Limousine Division’s “Resources and Forms” page. Verifeye, Inc. has been removed from this list. To date, Verifeye has not received any orders for a camera system. Therefore, the removal of Verifeye as an approved vendor should not delay any taxicab owner from adhering to the Authority’s safety camera installation deadline of October 15, 2015.

For those taxicab owners that have successfully placed an order for a safety camera system, a date for installation should be provided to you soon by the vendor, if it hasn’t been issued already. For all other taxicab owners, you are urged to place an order immediately for a compliant taxicab safety camera to ensure compliance with the installation date of October 15, 2015 to avoid any penalties. A revised inspection schedule consistent with the Board Order will follow early next week.

Change of Date for Regular Board Meeting

The Board of the Philadelphia Parking Authority has changed the date for the regularly scheduled Board Meeting for October from Tuesday, October 27, 2015 to Wednesday, October 21, 2015.  It will be held in the Board Room of the Authority’s Headquarters, 701 Market Street, Suite 5400, Philadelphia, PA 19106.

TLD Papal Visit Operations

Notice to All Interested Parties:

Due to the Papal visit to Philadelphia this weekend, the Taxicab and Limousine Division (“TLD”) Customer Service Window and inspection garage will be closed on Friday, September 25th and Monday, September 28th, with normal operations resuming on Tuesday, September 29th.  The TLD Customer Service Window and inspection garage will be open for normal business hours on Thursday, September 24th.  The TLD Enforcement Department will remain operational throughout the entire Papal visit, including the TLD complaint line.

We apologize for any inconvenience this may cause.

This RFP is being issued by the Parking Authority (the “Authority”). Parking Fails: Volume IV

Remember how we said this world would never be short of parking fails? Welp, unfortunately that statement is holding true month in and month out. If you haven’t already, check out our past editions of parking fails, then feast your eyes on this month’s gems. And yes — that is a tank with boot on it, in case you thought your eyes were deceiving you.

Here’s the big question: What’s more obnoxious? The Hummer itself, or that it’s parked in a disabled-only parking spot? This picture could be deceiving though. Who knows? Maybe grandma decided to splurge.

Either way — there’s a lot of fails going on in this picture. The car, park job and most notably, the Yankees bumper stickers.

Alright — sooo this is technically considered double parking, right?

Any Parking Enforcement Officer (PEO) passing by would scratch their head and then call their supervisor.

PEO: Yo, boss. I’m sending you a picture. Not sure what to do here.”

Supervisor: Uhhhhhh. Hmmmm. Hang tight, let me call my supervisor.”

  Also — who parked first? If it was the Beemer, then two thumbs up on pulling off the parallel parking job.

You mean to tell me that it’s unacceptable to park my tank in a residential neighborhood? Outrageous!

We’re not sure where this picture was taken, but if this city is like Philly, the tank had at least three or more unpaid parking tickets. One thing’s for sure though: If a tow truck pulled up, it wouldn’t go down without a fight. In fact, the driver would probably call in an airstrike, but that won’t make the unpaid tickets go away.

Reminder Notice of Public Comment Hearing

Reminder Notice to all Interested Parties:

The Philadelphia Parking Authority Taxicab and Limousine Division seeks information and comment from the public at large, prospective vendors of associated equipment and the industry concerning Proposed Rulemaking Order 126-11 “Modern Taxicab Standards” which will require all vehicles proposed for medallion taxicab service after a designated date to be wheelchair accessible and otherwise comply with the Authority’s regulations, including vehicle age and mileage requirements. Similar requirements will apply to partial-rights taxicabs.

The Proposed Rulemaking was published in the Pennsylvania Bulletin on June 13, 2015 and is attached here for your convenience (Download).  Further information may be obtained on IRRC’s website at http://www.irrc.state.pa.us/regulations/RegSrchRslts.cfm?ID=3114.

We request that all comments that are to be presented at the hearing also be submitted in writing either before or at the hearing to the attention of Christine Kirlin, Esq., Administrative Counsel, at ckirlin@philapark.org or by mail: Philadelphia Parking Authority Taxicab and Limousine Division, 2415 S. Swanson Street, Philadelphia, PA 19148-4113.

The hearing will be held on Wednesday, October 7, 2015 from 10 AM to 12 PM at the Independence Visitor Center, Liberty View Ballroom, 2nd Floor, at 1 N. Independence Mall West, 6th and Market Streets, Philadelphia, PA 19106. Also attached here is the Authority’s Participation Policy (Download).

Taxicab Safety Camera Inspection Schedule

Notice To All Interested Parties:

Attached here please find the “Taxicab Safety Camera Compliance Inspection” schedule (Download).  Taxicab Safety Camera inspections will commence on Monday, October 19, 2015 beginning at 7:00 a.m. Each listed taxicab will be required to appear for this inspection at the TLD inspection garage on the date and time indicated on the schedule. If your approved safety camera system has been ordered, but not yet installed, the medallion owner should appear at TLD Headquarters with evidence that an approved safety camera system has been purchased (sales agreement and proof of payment). Only under those circumstances will a taxicab inspection be rescheduled without a penalty.

Additionally, taxicabs presented for the semiannual state and/or compliance inspection (per 52 Pa. Code§ 1017.31) will be required to be in full compliance with 52 Pa. Code § 1017.71 (relating to taxicab safety cameras).

Also an updated list of the Approved Safety Camera Vendors to secure compliant safety camera systems, which is posted on this website under the “Resources and Forms” tab.  As previously advised, Verifeye, Inc. has been removed from this list. To date, Verifeye has not received any orders for a camera system. #TBT 8th and Filbert 3The trip down the Philadelphia Parking Authority Memory Lane continues with one more visit to our 8th & Filbert AutoPark!

A little over a year ago, we took a look at the groundbreaking ceremony of our 8th & Filbert AutoPark. This time around we’re looking at the original finished product.

Nestled between Market and Arch Streets, our 8th & Filbert AutoPark has offered convenient parking since the early 1960s, especially for those grabbing a quick bite to eat in Chinatown. In fact, it’s also  located right next to our headquarters at 7th and Market Streets, which you might recognize from another Throwback Thursday.

Fast forward to 2015: the Beatles have long been broken up and Taylor Swift rules all. As for our 8th & Filbert AutoPark, welp, it’s getting quite the facelift. Check out our blog to learn more about the transformation and stay tuned for the updated finished product! This Bid is being issued by the Parking Authority (the “Authority”).  Garage D is a five story precast concrete structure built in 1974 at the Philadelphia International Airport.  The Authority intends to restore the building by making various repairs including; concrete repairs, joint sealant replacement, drainage, waterproofing, and expansion joint replacement.

A few months ago, we participated in an Americans with Disabilities Act (ADA) event at City Hall. Not only did the occasion mark the 25th anniversary of the ADA being voted into law, it also gave us the perfect opportunity to assist residents with disabilities find parking close to their homes!

After setting up shop in the confines of City Hall, our staff greeted passersby with PPA freebies and encouraged enrollment in our Residential Parking for People with Disabilities Program (RPPD).

ADA Event Table 2“It was a beautiful day for the event,” says Helen Lorandeau, a PPA employee who was on hand assisting residents. “It was great meeting with people and informing them of services we can offer.”

Sure we helped and enlightened many residents by participating in the event, but we don’t want to stop there.

Here’s the deal, if you or someone you know has a physical disability or special need, there’s a good chance you can get parking close to your home—and we want to help!

With the cold weather looming over our shoulders, having to walk for an extended period of time after parking your car can be a nuisance, especially with a physical disability.

Extension of Neighborhood Waiver

New Red Light Camera Locations

Red-light cameraPump dem brakes!—we’re adding three new red light camera locations to our Red Light Camera Program.

In case you’re, like, totally out of the loop, red light running is the most common cause of all urban car accidents. In fact, according to the Federal Highway Administration, an estimated 165,000 motorists, cyclists, and pedestrians are injured annually by red light runners. 

Think about that for a second—165,000 people annually! Here’s the thing, those 165,000 injuries can be prevented—and red light cameras can help. In fact, a 2011 study by the Insurance Institute for Highway Safety found red light cameras helped decrease red light running crashes by 24 percent—and we’re trying to build upon that in Philadelphia.

Alright, so here’s the deal–with the addition of the new red light cameras, the total of intersections with cameras installed will be 26. Check out below for the new red light camera locations.

Once the cameras become operational at the above locations, there will be a forty-five (45) day warning period.  That means red light runners will be mailed a politely written warning during the first forty-five days, but after that, the gloves are off and they will receive a violation notice that comes with a $100 fine.

PPA Payment Plan Primer

Payment PlanWhen you think of payment plans, you probably think of paying off your student loans, mortgage, or car loans, right? But did you know payment plans are also offered for parking tickets?

We know—being on a payment plan for a parking ticket probably isn’t exactly the sexiest thing to be enrolled in, but we at least want everyone to know the option is there.

Here’s the lowdown—if you’d like to enroll in a payment plan for parking tickets, visit our Parking Violations Branch at 913 Filbert Street, or call 1-888-591-3636 and press 1 after hearing the language options. From there, one of our customer service representatives can check to see if you’re eligible.

In general, the amount owed must be over $125 and the minimum monthly payment is $20 with a maximum term of 12 months.

If you’re eligible to be on a payment plan, here are some things to keep in mind:

  • All open tickets (unpaid tickets or tickets not currently scheduled for a hearing) must be enrolled.
  • A 25% down payment is required, except if your vehicle is currently booted/ towed.
  • If your vehicle is currently booted/towed, or there is a previously defaulted payment plan, a 50% down payment will be required.

Once you’re approved and a down payment is made, monthly deductions will be made from either your checking account, or credit card you have provided. The following credit cards are accepted for payment plans:

  • Visa
  • Mastercard
  • American Express
  • Debit card with a MC or Visa logo.
