TAXICAB SAFETY CAMERA INSPECTIONS POSTPONED

Notice to All Industry Members:

On January 16th and 24th, 2015 the TLD issued inspection notices to owners of taxicab medallions P-1 through P-436 in order to begin to confirm compliance with the new Taxicab Safety Camera Regulation, 52 Pa. Code §1017.71. All inspections scheduled pursuant to those notices are hereby cancelled.

Based upon implementation issues raised by the industry and safety camera suppliers, the Authority’s Board will consider a different schedule for compliance and inspection at its February meeting. Upon the request of a taxicab owner, the TLD will conduct safety camera inspections to confirm that a system acquired by the owner is in compliance with the regulations. All owners are urged to use the additional time provided by this notice to secure compliant safety camera systems in anticipation of the finalized inspection schedule.

Ticket to Drive: What Every Driver in Philadelphia Needs to Know About Parking Violations

Violation PicWhen you have coffee with friends, you normally chat about the weather, weekend plans or hobbies. Parking tickets? Not so much. We know ticketing isn’t everyone’s favorite topic, but there are some things that Philadelphia drivers need to know about parking violations. To get the parking ticket chat started, we’ve put together a list of things drivers need to know about tickets.

Parking Enforcement Officers only patrol during certain times of the day.

Believe it or not, our officers do not patrol 24/7.  You’ll catch the PEOs on their beat during the following hours:

6:00 AM to 2:00 AM Monday – Tuesday

6:00 AM to 10:30 PM Wednesday

6:00 AM to 3:00 AM Thursday – Friday

6:30 AM to 3:00 AM Saturday

7:00 AM to 11:00 PM Sunday

We are one of 12 entities that issue parking tickets.

Yes, you read that right; we’re not the only organization issuing parking tickets! There are a total of 12 agencies that give out parking tickets, including SEPTA, School Police, Philadelphia Police, Temple University Police, University of Pennsylvania Police, and Fairmount Park Commission Officers.

You have the right to contest any ticket.

Notice of Rescheduling of Sales of Wheelchair Accessible Taxicab Medallions

On December 13, 2014, notice was published in the Pennsylvania Bulletin of the Philadelphia Parking Authority’s Board Order 14-004 directing the Taxicab & Limousine Division (“TLD”) to administer the sale of 46 Philadelphia taxicab medallions, each of which are designated as wheelchair accessible vehicle (WAV) taxicab medallions. This notice included the date, time and location of the bid openings for each of these medallions.

Bid openings were scheduled at 11:00 a.m. at the TLD headquarters at 2415 S. Swanson Street, Philadelphia, PA 19148 for Medallions WP-1602 and WP-1603 on Wednesday, February 11, 2015. However, Pursuant to the Board Order under Paragraph No. 10, TLD Director James R. Ney exercised his discretion to reschedule the sale of these medallions due to lack of participation.

Therefore, the sealed bids for Medallions WP-1602 and WP-1603 will be opened by the Director at the TLD’s headquarters on April 22, 2015 at 11:00 a.m. at 2415 South Swanson Street, Philadelphia, PA 19148.

PPA Charity Efforts

CharityExtending a hand to those in need whether they’re a close friend, or complete stranger, is the foundation of any charity. Recently, collective, random acts of kindness have resulted in huge influxes of cash to those in need, as seen with Human of New York’s life-changing donation to a Brooklyn school district or the ALS Ice Bucket Challenge.

The Philadelphia Parking Authority (PPA) knows the impact that charity can have on the community — and acts on it. The PPA gives out more than just parking tickets. Throughout each year — and years to come – we contribute to multiple charities. Get a glimpse below!

Philagenerosity

City of Philadelphia Combined Campaign:

For the past 25 years, the PPA has been a proud participant of the City of Philadelphia Combined Campaign. In fact, from 2012 through 2014 alone, PPA employees donated over $42,000 to the combined campaign through year-long payroll deductions. All donations from the PPA along with all other city agencies directly benefited The Combined Campaign’s Participating Organizations. Here’s another eye popping number: between 2012 and 2014, participating agencies donated over $2.2 million to the Combined Campaign!

Santa Express

Santa Express:

It started as a coat drive for a code blue winter season and evolved into Santa Express, a yearly holiday gift drive.

Throughout each year, PPA employees donate their own money to Santa Express to help underprivileged families experience the joy of Christmas.

In 2014, with over $16,000 raised, countless gifts were purchased and wrapped while PPA employees took on the role of the big guy in red.

A few days before Christmas, vans were jampacked with gifts and delivered to ABATEover 60 families by a crew of PPA employees dressed as elves and Santa.

Some gifts were also donated to ABATE, a motorcycle rights group who escorted Santa on a toy ride to from the Liberty Bell Diner to children in Frankford.

Even though holiday season has come and gone, we’ve already begun collecting donations for 2015’s Santa Express. Who knows? Maybe this year we’ll raise over $20,000, which will mean more gifts for underprivileged families.

To escape the grips of winter, you decide to stroll into the Pennsylvania Convention Center. You open the door only to be met by the aroma of flowers lots of them! And here’s why:

From Saturday, February 28 to Sunday, March 8, one of Philadelphia’s most premier events, the Philadelphia Flower Show, returns to the Convention Center. It’s the world’s largest indoor flower show and if you’re one of 260,000 people attending, you’ll be treated to elaborate floral designs, live entertainment, culinary demonstrations and gardening how-to workshops. Aside from marveling at the intricate displays, you’ll also be supporting the Pennsylvania Horticultural Society’s City Harvest program which feeds over 1,200 families a week during growing season!

New Schedule of Sales of Wheelchair Accessible Taxicab Medallions

On February 24, 2015, the Philadelphia Parking Authority Board issued an Order entered at Docket No. 15-003 rescinding its November 25, 2014 Order providing for the sale of 46 Philadelphia wheelchair accessible vehicle (“WAV”) taxicab medallions. The current Order authorizes the Taxicab and Limousine Division (“TLD”) to administer the sale of 61 WAV taxicab medallions following the new schedule beginning on May 6, 2015 with new directives as outlined (Download Order No. 15-003).

Notice of this Order will be published in the Pennsylvania Bulletin. Please also refer to the TLD Regulations 52 Pa. Code §§ 1013.31 – 1013.37 relating to Medallion Sales by the Authority.

Safety Camera Installation Extension

Notice to All Interested Parties:

Please see the attached order issued by the Philadelphia Parking Authority Board at its regular meeting on February 24, 2015 at Order No. 15-001 concerning an extension of taxicab safety camera installations. This extension is granted to provide additional time for suppliers and taxicab owners to coordinate the purchase and installation of compliant camera systems. – Download Order 15-001

As previously advised by email on February 5, 2015, upon request of a taxicab owner, the TLD may schedule safety camera inspections to confirm that a system acquired by the owner is in compliance with the regulations. All owners are urged to use the additional time provided by this order to contact approved vendors to secure compliant safety camera systems in anticipation of the finalized inspection schedule. The list of approved taxicab safety camera vendors is posted on the Authority’s Taxicab and Limousine Division webpage “Resources & Forms”.

PPA Parking Hacks: A Guide to Cheap Parking

But if you were in dire straits and studying was out of the question, it’s possible you made a cheat-sheet.

A cheat-sheet is definitely frowned upon in the classroom, but when it comes to finding cheap and convenient parking, it’s something that every commuter should have. And guess what? Now you do.

Since everyone loves hearing the words discount, or more importantly free, we gathered all our parking specials into one blog. The next time you park in Philadelphia, make sure you consult the official Philadelphia Parking Authority (PPA) Parking Cheat-Sheet!

Early Bird Specials:

Rise and shine! If you’re an early riser, you’re probably snagging the first parking spots. But did you know we offer early bird specials at our seven Center City garages? If not, check out our early bird specials here.   

AutoPark Validations:

Catching a show at the Arden Theater or taking a tour of the National Constitution Center? We have validations for those and many other venues in Center City! Check them out here. Just remember: You must present your parking validation ticket before leaving the AutoPark.

First Friday:

Are you an art lover? Take advantage of Philly’s robust art scene in Olde City. On the first Friday of every month, the streets of Olde City are lined with one-of-a-kind pieces of art from local artists. And don’t be surprised if you see street performers serenading passersby. Here’s the kicker: During First Friday, we offer free meter parking on select streets after 5 p.m. Get the full scoop here.

Olde City Night-Life Special:

Annnnnnd we’re back in Olde City. Sure, Olde City is known for its art scene, but it also has a vibrant night life. That’s why on every Friday and Saturday night after 5 p.m., we offer $5 flat-rate parking at our Independence AutoPark. Free Meter Wednesdays:

Last but not least (drum roll please), free meter Wednesdays. That’s right. If you’re parking in Center City on a Wednesday night, save your change for laundry. After 5 p.m. — and 6:30 p.m. in rush-hour zones — meter parking is free in Center City. Something to keep in mind though: Time limits and all other regulations are still enforced. Also, be sure you double check whether or not you’re parked in a rush-hour zone. Pretty cut and dry, right? But if you want the complete run-down, click here.

Now let’s talk parking. Every Friday and Saturday night from 5 p.m. to 3 a.m., we offer $5 flat-rate parking at our Independence AutoPark. It’s conveniently located under the Independence Visitor Center, so you’ll be ready to hit the ground hot and explore. Here’s the thing though: Parking spaces tend to fill up quickly, so try to arrive as early as possible!

$5 Snow Emergency Garage Parking Rate

Because of the current snow emergency, we will be offering 24 hour $5 flat rate parking at the following Center City garages. The $5 snow rate will remain in effect until the snow emergency is lifted.

AutoPark at Independence Mall (5th & Market Streets)

Auto Park at Old City (2nd & Sansom Streets)

Philadelphia Family Court Garage (1503-11 Arch Street – Going south on 15th Street, enter the garage on the west side just after 15th & Cherry St.)

To receive the discounted $5 rate, customers must bring their ticket & pay at the PPA Management Office in each garage.

During this snow emergency, we will enforce all snow emergency and safety violations. At this time, meter and time limit violations will not be enforced.

Additionally, we will be ticketing and towing all vehicles that are parked illegally on snow emergency routes.
